Some say it's all about power rather than sexual desire. The question would be whether or not the offender would find another way to satisfy his desire to oppress. That is, would castration...chemical or otherwise...by itself turn the offender around. If it did, I would think it would prove the assaults were all about sexual gratification rather than "having power over" his victim.
