Frey is an idiot.  He has the power to shut all of this down quickly, but he chooses to stoke the fires rather than extinguish them.    Because once the ICE agents leave, they can get back to murder, car jacking, and all the normal things that make MPLS special.

If the goal was really to make things safer for regular citizens of MPLS, STP,Hennepin and Ramsey counties, and MN in general, then they'd cooperate with ICE and get these people out of town as quickly as possible.
