I was unaware until recently that Harris was put in charge of space stuff in the Biden administration. Can someone explain why she isn't responsible for a system that has left two astronauts stranded in space until next year?

I think she's supposed to deal with Biden family members who are "spaced out". I could be wrong.
That's also a possibility. But thank goodness she's on top of DEI at NASA.
