Given that city rent policy and permit requirements are a big driver in landlords not doing upkeep on properties this sounds a lot like simple theft.
For those who are ignorant. It’s financially impossible for landlords to spend the amounts of money required to upgrade apartments when rent control prevents them for charging enough to cover the required expenses. So Mamdani is going to steal the property and make the taxpayers pay for the upgrades and then make taxpayers subsidize the rent. Brilliant

As noted elsewhere this is government theft on a grand scale. Not only that, but the plan is give millions of dollars worth of real estate to ONGs, who’ll donate back to Zorhan. It’s a scam.
