It does imply that certain behavior is expected of the new arrival. It is just that the expectation be stringent so as to confirm the desire to be an American, as opposed to just one who seeks to avail himself of our stuff.
I'd argue that it goes beyond implication to expectation. It seems clear that anyone who comes here expecting to cause trouble, refuse to assimilate, or follow the laws of the US isn't particularly welcome.
As we see in Europe with the increasing number of immigrants who are determined not to follow the part of the social contract (or law) that protects innocent women from being raped.
