However the fact that the majority doesn’t control the minority is also part of the problem.

None of them are truly "peaceful" if they are true Muslims.
My argument is that their failure to control and police their own makes them just as complicit in the violence perpetrated by the hundreds of millions of "violent" Muslims. If they wanted to, the "peaceful" Muslims could absolutely control the violent ones, they choose not to for whatever reasons. Probably because they're scared of being killed.
