A Quote I'd Never Heard

 Just started a book about Midway and came across a quote attributed to FDR.   When meeting with Churchill in 1941 there was discussion about what circumstances would bring the US into the war.  FDR was concerned about public opinion being against was with Japan, and is quoted as saying that the US "will wage war, but not declare it.".   This was obviously disappointing to Churchill, but just as obviously made sense to FDR.    I believe that the implication in the statement was that the US wouldn't start a war, but would absolutely finish one.  While this philosophy doesn't always fit the circumstances, it certainly worked to get the US population behind the war effort.
