I could be wrong, but given the data that a very small percentage of the population commits the vast majority of crimes, I'm not sure that eradicating jails and police officers is a good plan. Chicago is certainly a shining beacon of how to keep citizens safe, so maybe he's right.

The man is a complete moron. He wants to deny that most of the crime there is by people with dark-colored skin. He doesn't want them punished. He has no business being in the position he holds.
In a normal situation he'd be recalled as quickly as possible. He's clearly insane and unfit for his office.
