Possibly?

 The two best/easiest options I’ve seen for the citizenship thing are 100% mandatory military service for everyone when they turn 18, IRS collects income tax from every US citizen who doesn’t live in the US.    Compulsory military service might have some drawbacks unless there are barriers to keep conscripts away from sensitive information or technology.   Instead bring back the WPA or CCC and put them to work doing manual labor.   

The third is an EO that limits birthright citizenship in territories or protectorates.   Probably by simply requiring a physical address for a period of time.   Which might work across the board.   

Now that the initial surprise is past,  we are starting to see some actual solutions that can be enacted both executive and legislatively that should curb some of this.  The obvious problem is that the next DFL president (unless they represent the 1990's mainstream DFL position) will open the floodgates and make the problem worse.  

I'm thinking that a 5 year pause on most immigration, and a concurrent tightening of  some of the work visa programs, might not be a bad way to go.   Give those here legally time to assimilate, give the feds time to deport those who aren't, force companies to hire US employees instead of cheaper H1Bs, and allow congress to legislate immigration law without the pressure.
